Job Summary:


The Director of Bidding and Estimations will create and implement a plan to utilize our company resources to provide cost estimates for projects in the telecommunications industry across all lines of business – Construction, Engineering, and Installation.  The Director of Bidding and Estimations is responsible for determining how to use all data sources to provide how much a project will cost, how much revenue the project should generate, and in the case of bid work, what the flat rate price or unit of work pricing schedule should be to achieve revenue targets. The Bid Estimator will consider such factors as labor costs, material costs, equipment rentals, special software and hardware, project location, permitting, and licensing.

Primary focus:


Primary focus will be to support sales and operations with the accurate and timely submission of customer proposals utilizing procurement methodologies. Qualifying proposal assumptions through accurate cost analysis and true cost validation, then upon customer award, utilizing that qualification to assist with buying out projects at or below assumed cost.



Primary Responsibilities:


•         Develop and maintain a company-wide map of all data sources.

•         Creation and maintenance of all cost data reporting to be used throughout the company’s bidding and contracting processes.

•         Develop KPI’s and measure group performance on bid win/loss, no bid opportunities, performance to budget, as well as ad-hoc reporting as required by the SVP

•         Review and analyze the Scope of Work provided by the customer as the basis for developing estimates and bids for all RFP/RFI opportunities.

•         Must develop initial time line as part of the bid package

•         Meet with the Line of Business directors, as needed, to ensure a clear understanding of the work to be performed and assist in site surveys as needed.

•         Understand how to create proper bid packages and work with Business Development on the information required to drive appropriate approval for each package to assure complete bids on time.

•         Collaborate with Management and the Business Development Department to develop an overall plan and vision to position the company in markets with financial and strategic opportunities.

•         Evaluate and negotiate proposed project costs to maximize profitability and efficiencies.

•         Contributes to capacity planning of crews to insure the success of targeted production within designated time-period.

•         Maintain database and provide analysis of all bid opportunities and outcomes compiling metrics for strategic and financial planning.

•         Prepare assignment specifications for the delivery team that summarize the project deliverables, resources, capital requirements, suppliers, equipment and timeline the associated cost assumptions.

•         Provide supplier management and procurement with the qualified cost for buyout of the goods and services required to meet the deliverables.

Job Requirements



Education/Experience Required:    

•         MBA degree preferred - Finance, Accounting, Mathematics, Architecture, or Engineering.           

•         5+ years of estimator experience in telecommunications engineering and construction.

•         Candidate must possess a valid driver’s license and be able to pass a background check, pre-employment drug testing and random drug screening.

Other Requirements:

•         Advanced computer skills with Microsoft Office, Microsoft Project, Adobe Suites, and estimating software

•         Ability to think strategically and develop strategic plans and translate to tactical actions

•         Experience with fiber optic cabling, communication subsystems and wide area networking elements with a heavy emphasis on telecom engineering

•         Knowledge of project construction costs, engineered designs, SOW and installation requirements

•         Experience in working with Databases and Query Language techniques

•         Project management experience

•         Market research experience

•         Supervisory experience

•         Excellent communication skills, both written and orally

•         Excellent analytical skills

•         Demonstrated track record of successfully estimating cost of projects

•         Strong writing and presentation skills

•         Excellent negotiating skills

•         Must be self-motivated and matrix/KPI driven

•         Must be very effective at multi-tasking
