Job Description

Job Summary: Responsible for effectively implementing the recruiting and retention strategies for the Company.  Identify ways to improve department’s strategies, recruitment activities, and employee retention.  Manage third party vendor relationships.  Manage team of recruiters and provides direction to field administrators on recruiting process and best practices.  Develop processes, procedures, systems and programs to drive departmental efficiencies to meet business objectives.

 Primary Responsibilities:

 1.           Implement recruitment, staffing, and retention strategies that improve employee and business performance and gain a return on investment for the business.

2.           Provide guidance and direction to all aspects of the recruitment process including: job posting design, sourcing, screening, skill testing, pre-employment checks, compliance, offers of employment, and on-boarding. 

3.           Work with Hiring Managers and business unit leaders to define and document hiring forecasts and ongoing staffing needs.

4.           Work with recruiting team to develop sourcing strategies for high volume and evergreen positions across the Company.

5.           Staff leadership; support, build, develop and motivate a team of talented and high performing recruiting professionals with various degrees of experience. 

6.           Leverage & enhance technology, tools, and internal and external best practices to optimize processes and performance. 

7.           Promote a culture of creativity and accountability within the recruiting team to enhance relationships with hiring managers by providing consultative advice and delivering quality results.

8.           Coordinate recruiting activities through internet searches, resume mining and job fairs to ensure maximum efficiencies and results.

9.           Build relationships, develop and maintain a broad network of contacts; local colleges, professional groups, vocational and technical schools. Attend job fairs and/or special events to help identify and source quality candidates.

10.        Conduct workshops, seminars and coaching on recruitment, selection, retention and career development best practices.

11.        Ensures compliance with Company's guideline to meet FCC and OFCCP guidelines regarding hiring reports and records.

12.        Create, analyze and present reporting against critical talent and workforce metrics.

Job Requirements



•         Bachelor’s Degree in Human Resources or related field preferred.


•         7+ years professional recruiting experience

•         5+ Years progressive full lifecycle recruitment experience

•         3+ years leadership experience with direct reports

•         3+ years of high volume or agency recruitment experience

Technical Skills           

•         Knowledge of ATS systems, knowledge of ADP a plus

•         Knowledge of automated financial and accounting reporting systems

•         Demonstrated ability to recruit for on a national, multi-location level

•         Experience in social networking (LinkedIn, Twitter, Facebook)

 Soft Skills:        

•         Demonstrated knowledge with various sourcing strategies including but not limited to social networking, industry association, military, campus relations, etc.

•         Excellent interpersonal, communication skills with the ability to build productive relationships. Ability to provide accurate and actionable feedback and coaching to hiring managers

•         Proactive, innovative and problem-solving skills with the ability to focus on managing change

•         Excellent time management skills and the ability to operate effectively in a fast paced, dynamic service environment

•         Strong initiative and solid judgment abilities/skills

•         Must have the ability to quickly learn systems, processes and procedures.

 Physical Requirements:          

•         Sitting at a desk for 6-8 hours a day

•         Working on a computer for 6-8 hours a day

•         Must be able to pass pre-employment screening that includes background and drug testing

•         Must be able to work core hours (8:30 a.m. to 5:00 p.m.).  May be required to work long and unpredictable hours
